Is there an easy way to modify the message sent by exchange to a user over their mailbox limit?

Windows 2003 Server with Exchange Server 2003 (non SP1 at the moment)

There is, but its not readily available. You have to hire MS Consulting to come out and do it for you. Really all it entails is using a tool to edit mdbsz.dll but again this tool is not public.
 
That's kind of lame. You'd think it would be some text on a properties page you can edit.

Agreed. I believe the next release of Exchange will make this more customizable.
 
If you are usinf the mailbox manager for it, you can customize the message at will, see the help.
