Exchange ActiveSync returned an HTTP 500 response

I have a Windows 2003 Small Business Server Standard box with exchange updated to SP2. I am trying to get activesync to work. When I run the testexchangeconnectivity.com test it gives me the following error: "Attempting the FolderSync command on the Exchange ActiveSync session. The test of the FolderSync command failed. Exchange ActiveSync returned an HTTP 500 response."

I have done a lot of research online and have ran every solution I can find but I always get this error message when running the test. Here are the things I have tried:
* Verified port 443 is open
* Verified the configuration of the IIS virtual exchange directories are correct
* Verified Enable HTTP Keep-Alives is selected on the Default Web Sites properties
* Verified the SSL certificate matches the FQDN.
* Deleted and recreated the IIS exchange virtual directories following the steps from Microsoft KB 883380 method 2
* Disabled Forms Based Authentication
* Ran Connect To The Internet Wizard. I would get an error at the last step of configuring email. I reinstalled the administrative tools and then ran the wizard again. This time it gave an error about the SSL certificate. "*** CCertCommit::CommitEx returned ERROR 8004020e" shows in the icwlog. I tried looking into this error online but couldn't find anything.

Outlook Web Access and OMA works just fine. So I am basically stuck. No matter what solutions I find online I always get the HTTP 500 response. Thank you for any help you can provide.
