Change the free/busy publishing options on the calendars that are being viewed. It's a pain but the setting has to be changed on each person's Outlook whose calendar is being viewed by another person.
I don't know what version of Outlook that you are using but here's how to change the setting in Outlook 2000:
In Outlook, choose "Tools" and the "Options"
Click the "Calendar Options" button
Choose the "Free/Busy Options" button
Change the setting under "Publish _ months of Calendar Free/Busy information on the server" to a higher number
Click "OK"
