Exchange 5.5 -Moving a server from one site to a new one!

I am running Exchange 5.5 with SP3. I am planning to create a new site within our domain. Thus I want to change our existing site from A to a new site B. I do not want to change or upgrade the machine. Nor do I want to add the serverto a pre-existing site. I want to create a new site and add the exchange server to it.

So far from my research the best and safest way to do this is by using the Mover server wizard. Is this true? Any ideas of better ways of achieving this?
