Exchange 5.5 License problem

Hi There.

Just received a call from a very worried collegue. The Exchange server at his site is out of licenses and some users cannot connect to their mailboxxes.
But this server has a hundred licences for about 80 recipients. Could it be possible that the server is not releasing old connections?? How can i help him to resolve this problem?

Anyone ? i am Completely lost here..
