Exchange 5.5 in rich text

My Exchange runs perfectly well. All emails go out and come back.

Send emails internally and they are rich text. Send them out and they get stripped. I'm guessing it is an IMS setting but I can't find it. The other option is ISP setting.

Ex 5.5, SP3 on NT4 SP6a.
