Exchange 5.5 and alternate recipients

We are running Exchange 5.5 with Outlook 2000 as the client. We have one user account that has an alternate recipient defined that that any emails sent to the specific user, the alternate also gets a copy of the email.

If another user tries to send an email to the first person, with High Importance and Personal message settings defined, it gets kicked back with an error message and neither user receives it. Is there either a client or server side setting that will allow a message of this nature to pass through and be sent to both of the intended recipients? Please help!!!

Unable to deliver the message because the originator prohibited redirection to an alternate recipient or the message was encrypted
