Exchange 2K Basics!

Have and Exchange 2K Server+SP2. Would like to connect to my ISP every 30 minutes between 8:00am and 8:00pm, Monday-Saturday, via an analog modem dial-up connection to send & received mail from my domain hosted at the ISP and automatically disconnect after a set period of in-activity.
Can someone please assist: step-by-step how I can implement this.
Presently I dial manually to send/receive mail. Have configured SMTP Virtual Server and Connector to relay through a smarthost. ETRN address set in connector to trigger mail de-queuing from the ISP. A lot of the times I have to call the ISP to de-queue mail for me while connection is active.
Searched the entire site for a solution without any luck.
I am sure this may be too basic a question but would appreciate someone giving me the guidance.
