Exchange 2003 unable to connect to global catalog.

hi
I have an exchang 2003 on windows 2000 server box. all me global catalog server is windows 2000 server, some reason my exchange box can not connect to the global catalog sever in the directory, it didn't return any error,can someone help me out.
