exchange 2003 shutdown issue

I have an end-user who has an "click to end program" box come up when she tries to shutdown. I have read up on the microsoft pages and how to fix the issue but nothing has worked. Anyone have any suggestions?

Is the end user shutting down the Exchange Server or is she trying to shut down her workstation?
