Exchange 2003 Security Tab permission

Hi Everyone,

I'm having a problem allowing the administrator to have access to all Exchange mailboxes and view them in Outlook 2003.

I have completed this many times before on other servers, but on this particular server its just not working.

It's an Exchange 2003 SP1 server running on Windows 2003 Standard. I have enabled the security tab via the registry change and removed the deny permissions for the administrator. In Outlook, I have a profile setup for the administrator and I can add mailboxes, but whenever I try to expand one I get the following error:

'Unable to expand the folder. The operation failed. An object could not be found'.

I've tried to find out what is causing this, but without any success. I hope someone can point me in the right direction.

Exacly what permissions does administrator have on the store?

 
The administrator has full permissions on the exchange store.
