exchange 2003 reboot resends Group email

Hi

I have an exchange 2003 standard (version 6.5 build 6944.4) server in a domain of 40 users. There is 1 user that sends group mail to various contacts around the world. he sends 800 copies of mail to recipients at a time. The strange thing is that whenever the Exchange server is rebooted, once the server comes back up, it resends the group mail again and this is causing major problems and embarrassment for company and annoying the recipients.

I am no Exchange expert but if anyone could please shed some light on how to fix the problem. Also please let me know if anyone requires any more details.
