Exchange 2003 "Sync Issues" folder

We are also a Blackberry BES 4.1 shop and I think it may be related to the Blackberries, but here's the issue:

There is a folder in Outlook called Sync Issues, it has three sub folders Conflicts, Local Failures, Server Failures. These folders (mainly Conflicts) fill up and cause mailboxes to approach our Max Mailbox size of 1GB.

We also get a lot of messages in our Inbox that are flagged as "You made changes to another copy of this item. This is the most recent version. Click here to see the other versions." Of course when you look at the other versions, there are the same (possibly differences in the headers, but the text/body is the same).

Questions:
1. Is it really the Blackberries that are creating the Sync Issues, and if so, how do I prevent them from happening.

2. Can the Sync Issues folder & sub-folders be managed at the server level keeping their size trimmed down. I know that I can set up AutoArchive rules to delete the items in the folders older than a specified time, but that is a per-user setting, I'm looking for something I can set on the server.

Did I miss any questions or other information anyone needs to help me?

I think I may have found the solution, but I don't know for sure because it isn't testing properly.

I set up a mailbox maintenance task to monitor my Sent Items & Deleted Items I set them for 30 days, 0 file size, so in theory that should grab anything older than 30 days, right?

Then I added custom folders: Sync Issues, Sync Issues\Conflicts, Sync Issues\Local Failures, & Sync Issues\Server Failures and set them the same way 30 days and 0 file size.

I pulled some old emails out of our Vault archive and put copies of 3 messages into my Deleted Items, and 3 messages into my Sent Items. I verified the date on them is beyond 30 days (they are actually from 2005).

Then I run the mailbox maintenance task and it tells me

So, why is it not listing the 3 messages in my Deleted Items, and why is it listing 4 messages in my Sent Items when there are only 3 that fit the rule?
