Exchange 2003 PDF attachements not making it to recipient

I just moved a customer of mine to exchange 2003, it is on a Small Business Server 2003, they are currently running exhcange SP1, I am planning on installing SP2 this evening. They send lots of emails that have PDFs attached. It is ramdom but the emails show up with no attachtments and no sign that they were blocked. I have confirmed on of the recipients uses edikon hosting for their email, I plan on contacting edikon.

Check internally. Can you send a .pdf to another internal user? Can you do it from a different external source, like a GMail account?
