Exchange 2003 Newly Created Mailboxes not showing in Sytem Manager

We are running Exchange 03 SP 2 in our organization. There are two storage groups and 1 domain. When we create mailboxes in Active Directory, the email field gets populated in Active Directory, but the mailbox would not be visible in Exchange Server Manager. We have tried to refresh several times and it has been over 3 hrs but the mailboxes would still not be visible.

Could somebody please help? It a single domain

Mailboxes on exchange2003 do not get added in to the Exchange System manager until someone has connected to the mailbox. If you connect to the mailbox via outlook you will find that it immediately appears in the system manager.

The mailbox is not instanced until a client connects to it OR a message is received. Send it an email (test message, welcome message, whatever).

 
As part of our user creation procedure, we actually make them in AD then send an email detailing the username, password, group membership, telephone number etc. This activates the account and populates the entry to ESM.

It is also useful for the user too.
 
A lot of companies do this. Not only do you instance the mailbox, the "welcome" email is a great way to communicate your company's email usage policy to new users.
