Exchange 2003 delivery restriction issue

Can anyone tell me how to grant all, but a few of my users have a 5MB send and receive limit using Exchange 2003.
I have set my servers Global Settings/Message Delivery to 5 MB, but now admins can not send and receive larger message even though they have a 25 MB limit under the Exchange General/Delivery Restrictions button in Active Directory.

You set mailbox and message limitations per user in Active Directory. The global settings are done on the Exchange server.
