Exchange 2003 cluster, cannot start Exchange system manager

hi,

I cannot start exchange 2003 System Manager form my cluster, it give a following popup error:

"The specified component could not be found in the configuration information.
Facility: Win32
ID no: c0070862
Exchange System Manager"

But i can send-receive emails, in local LAN and also outside our network.

There is no events of this error in the event viewer.

I forgot to mention, i am accessing remotely using remote terminal. this can be the cause?
