exchange 2003 cant secure mailboxes

I have upgraded from 5.5 to 2003
Now everyone can open everyone elses mailbox. This sued to be easy to secure in 5.5 but now it is s nightmare. If I restrict access to everyone then the person who's mailbox it is canot open their own mailbox.
