Exchange 2000 OWA messages with wrong characters

Hello!
Some users of our Exchange 2000 OWA have problems to send messages with some characters of Portuguese language. When they try to send the same text with Outlook, all characters are ok. All the messages with problem was sento to Internet mail address.

Correct text (with accents of Portuguese):
Essa mensagem é um teste de acentuação
Café

Text with problem (after changes made by OWA):
Essa mensagem é um teste de acentuação
Café

My server is an Windows 2000 Advanced Server SP4 with MS Exchange 2000 SP3.
We have the poblem with messages sent by our two front end OWAs and using our main Exchange Server. Any idea?
