Occassionally it seems members of particular distribution lists disappear out of the group. I think personally that someone is removing these people out of the group via the Outlook address book. My question is how do I lock these distribution lists down from the AD? There seems to be no security features tied to them.

Try looking on the Exchanged Advanced Tab in AD for the mail box and click on the Mailbox rights.
