Excessive screen refreshes

In a full desktop session, the screens appear to refresh excessive number of times.

eg. When switching between two open office applications, it will bring up the application, then do another screen refresh.

Is there any way to control this. The constant flickering is giving people headaches.

We are runnng NT TSE 4.0, MT 1.8 SP3, NT Workstation clients.
