Exception OE error 2

I am receiving the following error when booting my computer:

An exception 0E has occured at 0028:C006115D in VxD VNETBIOS(01) 00000B8D. This was called from 0028:C023F58B in VxD VMM(0C) 0000058B. It may be possible to continue normally.

I then have to do a hrad re-boot. The PC then starts in "safe mode". I do another restart and it boots correctly. If I have to reboot again, the cycle starts over.

A little more info needed.

1. When did it start, did you make any changes?
2. Where exactly in the boot process does this appear?

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.
 
We recently had to buy a new hard drive. I have installed Windows ME. It seems to have started after I installed the Optimum Online Cable Modem Software. It appears after the "WindowsME" screen appears. Before I actually sign in. Weird, that if I enter Safe mode first, than reboot, it works fine.
