Excel's Scroll Bars

Need the API Call (if there is one) to read the status of the scroll bar in an Excel sheet. I want to keep the left most column displayed while scrolling to the right.
Done it in VBA with forms but adds clutter to sheet and it's modal. Thanks

No need - just freeze the panes (or split)
Select Column B
Goto Window>Freeze Panes

et Voila.....column A is always visible
