Excel Tab Page Numbering and Table of Contents

I've done a little searching to find out how I can have each sheet in a tab of an excel file print out a page number in the page footer. The suggestion was to insert a &[Page] in the custom footer and then highlight all the tabs to print. However, this presents an issue under the following scenarios, what if I only need to print a particular tab, I then have to remember to highlight all the tabs and be sure I specify exactly which page number to print for the page number to display correctly on the output. If another person is updating the spreadsheet, they may not know that they would have to highlight all the tabs in order for page numbering to be consecutive. I would rather not have to set up a macro, because then I would have to figure out where to put it as a user may not be relied upon that they have to go to a specific tab in order to print a particular tab or set of tabs. Can I somehow refer to the tab order (index) and use that numbering scheme in the custom footer?

Along with this, I have a "Table of Contents" tab. Can I somehow on the sheet itself, without invoking a macro, use a formula or function to show the page number based on the tab order so that if I move a tab, insert a tab or delete a tab, the page number will refer to the new index order?
 
Forgot to add, currently using Excel 2003, but by end of year will possibly be upgraded to Excel 2007.
