Excel starts up in R1C1 mode

My Excel 2000 started opening up in R1C1 mode.

I can do 'Tools / Options / General / uncheck R1C1 reference style' and it will stay in A1 mode until I close Excel. When I start Excel again the blank sheet is back to R1C1 mode. I have killed the Excel*.xlb file and removed all files from the XLSTART subdirectory to insure no Auto_Open macros are affecting it. Any Suggestions?

Scrap that - You already removed any files from XLSTART - Sorry.

Possibility:

Have you checked for hidden files in the XLSTART folder or for Add-Ins that are installed that might be causing this?

Not sure if this is used in 2000 but have you tried the Window - Unhide option to show Personal.xls and change the reference style there?
 
This is something rather basic and simple but sometimes, these are the things which are overlooked.

When you uncheck the R1C1 option in Excel it works for that session. When you close Excel are you just using the X to "X" out of it, or actually closing it properly via File > Exit?

Sometimes changing options under Tools > Options require a proper closing of the application for those changes to stick.

This may be something you already know and is too basic, but its one of those "Gotchyas" too.
