Excel Save now SaveAs

We have been using the following line for years ExFile.Application.ActiveWorkbook.Close savechanges:=True (from Access97) without any problems. Starting this week we are get the Excel SaveAs box to open. When we open an Excel file from Access the Excel file name is changing (noted at the top of the screen), if the name was Test306A it is now Test306A1 with the "1" representing how many times that file has been opened so yes it does increase each time the file is opened. Lastly, if we do a File>Save we get a SaveAs box. Something has changed but can't figure out what and this is affecting several different computers. This must be from an update but we get them pushed all the time.

Anyone with ideas of where to look many thanks before hand.
 
What version of Excel?
In Excel if the workbook is opened read-only then File, Save would generate an error message and then open the Save As dialogue. Is it possible that the file is read only or is locked in some way? Can you interrupt the macro and test the file properties to eliminate this?

If the macro is stopped can the file can be manually saved?

I did forget to include that we use Excel 2003 but still use Access97. The file was first an xlt copied to another folder and renamed to an xls. We can maually open the file but that also causes the name to change as described and manually trying to Save becomes a SaveAs. Right clicking on xlt-xls or the new folder don't show any restrictions.
 
What you are explaining is how a template works!

open the file and saveas a xls file.

You should not rename a template file to an actual workbook. Use excel to do that.
