Excel question - allowing entry in a cell based upon another cell

I am sorry if this is obvious, but I just can't seem to make it work.
I have a question in my spreadsheet in one cell in Excel as to whether or not something is approved. If the answer is Yes (data validation turned on for this cell) THEN allow an entry in the project number field (which is a different cell). If the answer is NO, then the project number field must be blank.
Does that make sense?

Do you want the project number field to be a drop down as well?

Use Data > validation on the cell for the project nbr, with a CUSTOM formula, like =A1="YES", where A1 is the cell containing yes or no.

See thread68-1469736. There are a couple of links in my first post, then both Skip and I flesh out the idea. I believe the question in that thread is about having dependent validations three levels deep.
