Excel not showing all open documents in the taskbar 1

I have a user with the following problem with Excel 2003:

The 'Windows in taskbar option' is checked.

If she does the following:
1. Open a blank Excel spreadsheet
2. File --> Open
3. Select multiple files and click 'Open'

Only one Window shows in the taskbar (there should be multiple).

However if she opens one document and then opens >1 document from the file-->open dialog, the extra windows show in the taskbar.

Any ideas how to fix this?
 
Multiple is about 10 files at once.

I don't think that the group similar items in taskbar is set, because when the user opens a single file before opening the others, it creates all of the extra windows.

In the situation where it opens only 1 window on the taskbar, it displays it as a single file (ie [icon] sample.xls) rather than a group (with a drop down list to view the other file names).
 
That behaviour is exactly as if "windows in taskbar" is not set - are you sure it doesn't somehow get turned off when it happens that way?

I double-checked and yes, the windows in taskbar option is still set (before and after opening the files).

The 'Group similar taskbar items' option is not checked (before and after opening the files).
