Excel isn't prompting user when a spreadsheet is already open...

I have a problem with one set of spreadsheets in a particular directory. They are 1,600kbs ish in size and when user A has it open user B can also have it open without being prompted to open read-only.

I don't think it's because they open it at the exact same time either.

Hope you can help me figure out why it's not prompting the user. Other users don't have the problem

Go to Tools > Share Workbook.

Is the box checked beside Allow changes by more than one user at the same time...?
