Excel - I want to pick only a portion of the portion list.

I want to send a list of people's phone extension numbers to all users so they can select whom is assigned to their quick dial buttons. I want them to select no more than 24 of the potential 55 users and I thought a nice way to do this would be give them a check mark next to each name on the list and once they got to 24 they couldn't select anymore.

Any thoughts?
 
Simplest way will be to maintain a sum of the checkmarks, assuming "1" for the check. Once the sum goes over your predetermined amount, you give a prompt saying too many selections and cancel or undo the last checked value. There are other ways, but I think that's the simplest.
