excel general mail failure

Excel 2010 win 7/64. I have just reloaded my computer. Now in Excel when I try and Save and Send and send as an attachment I get the message "General mail failure. Quit Excel and restart the mail system and try again". what needs changing so that I can send an email with the file attached. i use Thunderbird.

You might want to try running Microsoft Office Diagnostics in the Microsoft Office Tools folder.

I didn't think that Office still had the diagnostics tool. Where might I find it? It's not in the tools folder.
