Why not use the Special formatting available for Phone numbers? It's under the Numbers tab - "Special"
And if want to customize the way you are asking. Once you get to Custom, in the Type box: enter ###"."###"."####

Note that Special formatting for Phone numbers does exist for every locale ... you may have to alter your locale to see it. Or just use a custom format as xlhelp says ( I used - instead of ".", silly me ).
I would generally recommend storing your phone numbers as text. I mean, you'll never have to add two phone numbers together, right? So why store them as numbers?
Also, if you have any international codes it could be a problem since leading zeros will be stripped from numbers (but not text).
