Excel: File Locked for Editing Prompt

I have a shared document on a fileserver that as many as 7 or 8 people will use throughout the day, but recently we noticed that the file is not prompting the "File is locked for editing by User."

The end users are mostly using Excel 2003, but there are a few using Excel 2007.

Is there a way to force the file to prompt for Read-Only or Notify if someone else is already working in the file?

Someone made the workbook shared. Excel 2003: Tools>Share workbook, untick sharing in the dialog.
