Excel file is being used by another person or program

I am trying to delete a excel file from a network share drive, but I get a message "This is being used by another person or program" and I can't delete it. My Windows Task Manager shows no programs are running and Excel is not running. Also, no other people are using that file from the network. I have to reboot my system in order for me to delete the file from the network. If I create the same file again, I will need to reboot my system in order to delete the file. How can I get rid of this file without rebooting my system everytime? Thanks
 
Sounds like a netwrok issue rather than an excel issue. We had similar issues when we were running dual networks for a while - 1 network was convinced that the file was still open and wouldn't allow it to be deleted - think it turned out to be a temporary files issue but I would suggest posting in one of the network fora
