Excel Context Menus Question

I have what I think is an interesting little conundrum. I have an Excel spreadsheet with multiple sheets. On any given sheet in column 1 is a number that potentially represents another sheets name or an entry on a "master list" sheet. In a column next the first is an another set of numbers referring to external files.

If I right mouse click on a number in the first column I would like to see one set of available functions in the context menu and if I right click in the second column I would like to see another set of context sensitive menus.
I am wondering how I would do this. Sample code would be helpful.
