Excel Cell Permissions

I am trying to lock a merged cell out so only certain individuals can access it. I have went to tools/protection/Allow users to edit ranges and filled in the names and entered in a password along with the merged cell range. Next I went to Tools/protection/protect sheet and protected the sheet. Next I had someone not on the list try it but they can still enter data into the cell. Any idea what I am doing wrong?

Have you tried Format Cells, and use the check box on the Protection tab to lock/unlock cells before protecting the sheet?
