Excel: Can one use a input mask in excel

Hi,
I'm trying to create a very simple data entry form in excel that would capture various elemments of phone calls. I am utilizing drop down boxes to capture employees, call types, subjects etc but would also like to capture time and date. Is there a way to do this in excel with an input mask. I wanted to originally do this in Access, but the reords are so tiny that not too many folks can use it at once without some kind of contension error and locking. If you have ideas, please let me know.
