excel- arrow keys pan spreadsheet instead of move to adjacent cell 1

I opened up a spreadsheet I've been working with for a few days. For some reason, just this morning, when I use the arrow keys to move to an adjacent cell Excel doesn't change the active cell, it just pans across the entire spreadsheet. to clarigy, it's the same effect as using the scroll bars. What the heck? It's really annoying, and I have no idea why it's happening. Any suggestions? Thanks,

Turn off your Scroll Lock.
