Excel 97 problem

Strange problem in Excel97 (office 97 sr2) on Windows 95b workstations. 3 users open Excel, and either choose File Open or click on the Open button, nothing happens. No explorer window comes up. They can open Explorer and find their files and launch from there. Just not from within Excel. Word and Access not affected. Anyone have any ideas? I've scandisked and defrag'd. Deleted temp files. Ran virus scans and ran norton utilities to resolve the problem. Nothing helped.
