I am working with a spreadsheet in Excel 2010 on a Windows 7 workstation. There is a cell which contains a fixed value (it happens to be .25) The value was entered directly into the cell and is not a result of a calculation. The format is set to number, 2 digits. The problem is that it is displayed as .30, rather than .25 When the spreadsheet is printed, the correct value of .25 is displayed. I opened the same spreadsheet from 7 other workstations, and all of them display the .25 properly. I can't seem to figure out what is different about this particular workstation that would make it display .30 instead of .25, and still print the value correctly. Thanks for reading my post.

I checked the Regional settings. The settings are the same (defaults) as on my workstation.

Also check the following:

1. What is displayed in the Formula Bar?

2. Right-Click the cell -> Format Cells
You will see Number selected in Category list box.
Select Custom and check what is displayed in Type box.

Although the title may not seem like it, the troubleshooting tips in this Microsoft KnowledgeBase article are appropriate for "scratch your head" problems like you are experiencing.
In particular, I suggest that you try launching Excel in safe mode, rebuild the user profile, change the default printer/update its driver, and update (or refresh) the video driver. Instructions for each are given in the KnowledgeBase article. By way of explanation, Excel tries to display what it is going to print and vice-versa. So as unlikely as it may seem, corruption of the printer and video drivers is a frequent cause of Excel troubles.
