Excel 2010 Protected Cells Still Allowing Changes To Be Made

I have an associate using Office 2010. In Excel they have protected a spreadsheet and allowed custom permissions on a cell range. However, anyone that opens the file can make changes to the cell range. Any ideas?

Yes the spreadshet is protected and they want custom permissions for a cell range inside the spreadsheet.
