Excel 2007 xla File keeps Reloading 2

A user wants to disable an xla file and goes to the Windows button, Excel Options, Excel Add-Ins (Go) and unchecks the add-in. The user then closes out of Excel. When they open Excel again, the Add-In becomes re-activated/selected. The add-in itself is password protected, so I am unable to get into it.
 
Find the xla file through windows explorer. Most likely you will find in the Startup folder. Rename it with another extension such as bla or something.

Excel will probably come back with an error saying it couldn't find the file. At that point, there should be an option to remove it.
