Excel 2007 - Protected Page/Shared Workbook Freeze Panes

I have a workbook which is shared over our network, and consists of a main page or index and about 60 subsequent pages... all are protected (with unlocked cells on all but the index page) before the file is shared.

The problem is, the frozen panes on the index work for me all day long but it does not work for my boss, his boss or anyone else using the workbook.

I've checked the options before protecting the page and there is nothing in there about frozen panes... it is set to allow for use of auto filter... am I doing something wrong? Is there a setting in Excel that they need to tweak on their end?

Please advise.
