Excel 2007 Macro Buttons Grayed out

Even though I've added the developer ribbon and enabled all macros in the trust center, the macro buttons remain grayed out and unusable. This is a work PC. Any ideas?

Have you tried saving as a macro-enabled workbook (.xlsm) ?

Perhaps I should have added that to the list of things I already did, I thought it was understood based on my other actions.
