Excel 2007: Combine text with percentage 1

Cannot quite combine text with percentages.

Have the following in cell location N9 that is just not working:

="Why is there a " & (k9-j9)/j9,"#.0% " & in unit cost from Jan 2009 to Feb 2009?"

Note, cell M contains the percentage increase in unit costs (For example, 300%).

What modifications to the formula should be made so that I can display something like - Why is there a 300% increase in unit cost?
