Excel 2003 hyperlink help adding a cell value to subject?

I have this in several cells
mailto:xxx@zzz.com&subject=Lesson%20Plan%20Police%20alert!%20for%20week%20of%20%20&%20ActiveCell.Column

it shows Email and a hyperlink just fine and fills in the subject and to as well. I just want to add a value from a cell to the end of the subject.

but no cell value shows in the subject
it works and pops up an Outlook email thingy just fine.
I would like to add the value of the current column and row 2
which happens to be a date.

it neeeds this "stuff for it to work" is I add TEXT I get nothing
Can I concatenate Text(ActiveCell.Column,"yy-mm-dd")
this is the HTML in the subject
Lesson%20Plan%20Police%20alert!%20for%20week%20of%20%20&%Text(ActiveCell.Column,"yy-mm-dd")

when I click my hyperlink all I get is
Lesson Plan Police alert! for week of

need to add ActiveCell.Column, row 2 to that
so it look like this
Lesson Plan Police alert! for week of 9/19
