Excel 2003 cell format

User enters say value 5 in a cell and then changes to 0,005.
This affects any worksheet new or old. Uninstalled MSO 2003 and re-installed MSO 2003 with SP's and still same problem.
We have checked all the formatting options but nothing works. Repairing and re-installing also does not help.
Check Windows XP regional settings.
Any idea what is causing this?
 



Is your COMMA for thousands formatting or decimal?

If decimal, check Tools > Options - Edit TAB: UNCHECK Fixed Decimal Places

Thanks you're right, but why does it default to that setting. Everyone else here dont have it checked as default. Everytime you open a worksheet you now need to uncheck it.
