excel 2000 win 98 scroll speed

hi folks,
anyone have any idea about:
Excel 2000 insane scrolling speed when selecting
cells in windows 98 ? My boss is pulling his hair
( and mine soon!) out over this one.
when you attempt to select multiple cells in
a large spreadsheet, excel scrolls so rapidly (when you drag the cursor off the top or bottom of the spreadsheet)
that you cannot effectively select what you want.
it is jumping 100's of cells instead of being sensitive
to how far off the spreadsheet you drag the cursor (the behavior I see in windows 2000).

Try selecting the start cell, hold down shift while using the down arrow to select additional cells.
 
scroll speed cannot be controlled. but there r small tricks u can use to make life easier.

u can start at the bottom of the range rather than the top. all u need to do is pull down the scoll bar on the right all the way down and select ur cells up.

also, u can select the first cell in ur range and then scroll down using the scroll bar, hold the shift key and select the last cell in the range with the mouse

u can also select the first cell, hold the shift key and arrow down and over or page down and arrow over, etc

if u know the cell addresses, u can hit f5 and type your range to select it.
 
aaarrrggghhhhhh.
thing is, it behaves correctly in windows 2000.
is this an issue with a touchpad driver or some
input device setting? I have seen similiar comments
to y'alls in other places.. I was hoping it was something else...
