Excel 07 Numbers default to fraction

Using Excel 2007 and with cell formatted as Number I have to enter 5. or 500 for cell to equal 5. Even if decimal place = 0 it does not accept it as a whole number. Even if start with TEXT cell format if I change the cell to number it converts the value to a decimal moving the decimal two places to the left. Example: text = 8 convert cell to number the 8 is converted to .08. I don't have this problem in version 2003. I can't find anything regarding this issue or where I need to configure this option. I can't find any issues on Microsoft Technet, but I may not be using the correct phraseology to get a hit.

Press the Office Button ->Excel Options then click on Advanced. Make sure that under editing options the checkbox next to "Automatically insert a decimal point" is unchecked.
