Exceeded power limitations USB device

I have a Dazzle USB video capture device that suddenly stopped working with an error referring to the power limitations of the USB hub being exceeded. After trying several different USB ports (on the PC, hub, etc) I get the same error. Nothing has changed as far as adding USB devices or moving them. It has worked fine for many months like this. The device works fine on another PC.
I'm running XP Pro.
Has anyone seen this?

In Device Manager, right-click on the USB controller entry(ies), Properties, Advanced, and see if you have a checkbox to disable reporting USB errors.
 
I've used both plain and powered ports and get the same error with both.
Also, I can disable the USB reporting errors feature but the Dazzle device will not work regardless.
As I said in my original post, the Dazzle device works on other PCs so it's not the device.
The mystery continues.

On the problem machine, disconnect all USB devices. Then use Device Manager and remove the "USB Hub" entries (not the controller entries, the hub entries). Reboot and let Windows rediscover them. Reconnect and test.
